The City of Spencer has hired RDG Planning to assist the City in creating a Master Plan for the Little Sioux Riverfront District.  As part of this process, RDG has established a website to keep the community informed of what is happening during the planning process.  At this time, the website is active and available for the public to view.  Also, the City is inviting residents to participate in a brief 15 minute survey that will help identify the type of amenities the community is looking for in the Riverfront District.  The address for the website is www.celebratespencer.com. Substandard Structure Assistance Available

For those Spencer residents that have received notification from the City of substandard structure(s) on their property, the City of Spencer is offering two different programs to assist citizens in making necessary repairs.  The Paint Assistance program is available to owner occupied property owners for paint to be used on substandard structures referred to in the enclosed notice.  Applications are available at City Hall, 418 2nd Avenue West or by clickin on the Paint Assistance program.  If approved, homeowners will be reimbursed for paint up to $100 maximum per property, based on the size of the building(s), after…  Read more

Government Information

Spencer City Hall is located at 418 2nd Avenue West and is the central administrative office of the City of Spencer.

The Offices located at City Hall include: Office of the Mayor, Office of the City Manager, City Clerk's Office, Public Works Department and Planning Department. The Spencer Council Chambers are located at the North end of the building with a separate entrance at 420 2nd Avenue West. At the north end of City Hall are the office of the Chamber of Commerce and Spencer Main Street Company. The entrance to these offices is located at 122 West 5th Street.

There are a variety of public services available at City Hall:

  • City records: Council minutes, resolutions and ordinances
  • City cemetery services: Riverside and North Lawn cemeteries
  • City payroll, personnel and bookkeeping
  • Garbage and solid waste services
  • Street and sewer maintenance
  • Various permits and licenses: Building, sign, fence, sidewalk, electrical, plumbing, excavation, Spencer beer and liquor licenses

City Hall is also the central office for the following Boards and Commissions:

  • Airport Board of Trustees
