Municipal Election-Ward 1 Council Member

Instructions to Potential Candidates for Municipal Election for Ward 1 Council Member, January 22, 2019.  

-Candidate must be an eligible elector of Ward 1, City of Spencer--at least 18 years old when sworn into office.

-Nomination papers may be taken out beginning November 8, 2018 and returned to the City Clerk's OFfice no later than 5:00 PM on Friday, December 28, 2018.  Candidates must sign an affidavit of canidacy.

-The City Clerk will deliver the nomination papers to the Clay County Auditor on Monday, December 31, 2018.

-Minimum of 25 signatures of eligible voters who live in Ward 1.

Rate Reduction Consideration for Solid Waste

Low to Moderate Income families may apply through the month of November 2018, at Spencer City Hall, 418 2nd AVe W, Spencer or by calling 712-580-7200 for a rate reduction consideration.  If you qualify, the reduction would be rebated in December on your  SMU utility bill.

To qualify, income must be equal to or below the following levels:

1 - person     $12,144
2 - people     $16,464
3 - people     $20,784
4 - people     $25,104
5 - people     $29,424
6 - people     $33,744
7 - people     $38,064

Government Information

Spencer City Hall is located at 418 2nd Avenue West and is the central administrative office of the City of Spencer.

The Offices located at City Hall include: Office of the Mayor, Office of the City Manager, City Clerk's Office, Public Works Department and Planning Department. The Spencer Council Chambers are located at the North end of the building with a separate entrance at 420 2nd Avenue West. At the north end of City Hall is the office of the Spencer Main Street Company. The entrance to this office is located at 122 West 5th Street.

There are a variety of public services available at City Hall:

  • City records: Council minutes, resolutions and ordinances
  • City cemetery services: Riverside and North Lawn cemeteries
  • City payroll, personnel and bookkeeping
  • Garbage and solid waste services
  • Street and sewer maintenance
  • Various permits and licenses: Building, sign, fence, sidewalk, electrical, plumbing, excavation, Spencer beer and liquor licenses

City Hall is also the central office for the following Boards and Commissions:

  • Planning and Zoning Commission
  • Zoning Board of Adjustment
  • Airport Board of Trustees
  • Americans with Disabilities Council
  • Civil Service Commission
  • Collective Rate Review
