Offices at City Hall include: Office of Mayor, Office of City Manager, City Clerk's Office, Public Works Department, Planning
Department. The Spencer
Council Chambers is located at the North end of the building with a separate entrance at
420 2nd Avenue West. The north entrance to City Hall is the entrances to the offices of
Spencer Area Association of Business and Industry, 122 West 5th Street, 262-5680 and
Spencer Main Street Company, 122 West 5th Street, 262-7246.
The City Clerk's office is always full of activity as the Central Administration office for the City of Spencer. The City Clerk, Donna Fisher, is primarily responsible for the finances and record keeping for our City. There are five other full time support staff members in the Clerk's office portion of the City Hall that strive to assist the citizens of Spencer. Among a wide variety of duties for each staff member, we have a Deputy City Clerk who works primarily with investments and payroll, a Bookkeeper responsible for the accounting system records and reports, a Purchasing Clerk who performs the functions of the City's purchasing system and Solid Waste billing, a Secretary/Receptionist to assist the needs of our citizens and is primarily responsible for our Cemetery records, and a Secretary who's primary focus is Accounts Receivable for the City of Spencer. As well as trying to do our best to keep the wheels of the City turning, our primary concern is to assist you in any way we possibly can as we represent our fine City!! The City Clerk is appointed by the Spencer City Council at the first regular meeting in
January each calendar year.

Voting Precinct Locations
To register to vote you must be a citizen of the United States, at least 17 1/2 years old and declare Iowa as your voting residence. You must be at least 18 years old to vote.
For information on the nomination process for municipal elections, contact the City Clerk's office.
