GENERAL INFORMATION

Have you ever heard the saying.... "ITS A DIRTY JOB, BUT SOMEONE'S GOT TO DO IT!?!?" We really have to hand it to our workers. Spencer has a crew of dedicated personnel that help to keep our homes and City clean! It is a very big job that gets taken for granted by many of our citizens.

Our Solid Waste Division was formerly known as City Sanitation and was owned and operated by Hank Toebes. It was purchased by the City of Spencer in 1988 and became our Solid Waste Division which is under the direction of Blake Fonnesbeck. We have twelve employees that service our city with  Kent Herbold as the Solid Waste Superintendent. Our City route drivers pick up approximately 1,000 tons of refuse per month. They also pick up an additional 30 tons of recyling materials. Another employee drives a semi to Graetinger three to four times daily to haul the accumulated garbage. Our recycling materials are taken to Complete Recovery. Our Solid Waste team also includes two part-time employees who take turns attending the Transfer Station office as support staff where they communicate with the truck drivers as needed, collect fees for White Goods (Appliances), Tires and Construction materials and answer any questions they may receive from the public.

Residentail garbage is picked up as follows:  Monday-North of  W 4th Street and West of Grand Avenue, Tuesday-North of East 4th Street and East of Grand Avenue, Wednesday South of east and west 4th Streets. Each route has approximately 650 stops. They begin when most of us are still enjoying a couple more hours of sleep.... at 4:30 A.M.! They also have over 500 commercial accounts and "specials" each month ( An example of a "special" would be delivering or unloading a dumpster a citizen may have ordered for a shingling job. )

It costs the City approximately $4,000.00 per month to operate and maintain one of our garbage trucks. This does not include the salaries of the drivers!   We currently have three residential trucks, two commercial trucks, two semi's, a skid loader and a roll-off as our equipment. A full time mechanic services the vehicles at our Street Division's shop. We appreciate the work all of you do, and commend you for a job well done!

PLASTICS:
Both Clear & Colored. Milk Jugs, Laundry Bottles, Dishwashing Liquid Bottles, Shampoo Bottles, any Plastic Container That Holds a Liquid. (#1 & #2)
PAPER:
Newsprint, Brown Paper Shopping Bags, White Ledger Paper, Computer Paper, Magazines,Phone Books, Glossy Insert Advertising  & Corrugated Cardboard.
TIN CANS:
Any Tin Container.
ALUMINUM FOIL:
Foil Wrap, Pie Plates, Aluminum Pans, Lasagna Trays, & Foil TV Dinner Trays.

WHAT ABOUT GLASS

Any Clear Glass Food or Beverage Container is recyclable. Fruit, Jelly, Jam, Pickle, Ketchup, and Condiment Jars.  These items are NO longer picked up curbside.  DO NOT put glass in your recycling container.  Clear glass may be take to the Transfer Station to be placed in a separate container for recycling.  Following is a list of glass that is NOT recyclable:  Pyrex glass, window glass, light bulbs, mirrors, china or colored glass.

Styrofoam, Saran Wrap, Bread Wrappers, Shopping Bags, Grocery Bags, Laundry Bags, Fast Food Containers, Rigid Plastics & Disposable Diapers.
PAPER:
Waxed Paper, Waxed Cardboard, Envelopes with Gum Address Labels or Plastic Windows,, Shoe Boxes, Cereal Boxes, Toilet Paper, Pop & Beer Boxes.
GLASS:
Pyrex Glass, Window Glass, Light Bulbs, Mirrors, China or Colored Glass.
TIN CANS:
Aerosol Cans and Paint Cans.

WHAT ABOUT GARBAGE  PICK UP , DATES OR QUESTIONS?

Residents are allowed 2 standard solid waste receptacles (cans or bags) not to exceed 40 gallons and 50 pounds.  Any additional containers or bags require a $.75 sticker.  Stickers can be purchased at City Hall,  Hy-Vee and Spencer Municipal Utilities.

These Items Are Picked Up On Wednesdays. Call 580-7270 To Get On The Pickup List Before Wednesday. EACH WHITE GOOD REQUIRES A $20 STICKER.

White goods delivered to the transfer station require a $15.00 fee at the gate.

Carpet Is Picked Up On Fridays. Please Call Before Friday To Get On The Pick Up List (580-7270). Carpet Can Be No Longer Than 4' In Length and Bundled So One Person Can Pick Up and Handle. Curbside carpet pick up is $15 per cubic yard.

WHAT DO I DO WITH FURNITURE?

Small Pieces of Furniture Can Be Put Out At The Curb On Your Regular Garbage Pickup Day. This Does Not Need To Be Called In. If The Item Is Too Large For One Person To Handle, Please Call 580-7270 For Pick Up. There Is No Extra Charge To Dispose of Furniture.

Stuffed chairs, couches, and mattresses require a $12.00 sticker for curbside pickup.   These Items are picked up on Wednesdays, call 580-7270 to get on the pick up list.   $12.00 Stickers may be purchased at City Hall and Hy-Vee.

Stuffed chairs, couches and mattresses delivered to the transfer station require $7.00 fee at the gate.

All Non-Lead Paint Cans May Be Disposed of With Regular Garbage As Long As The Lid Is Removed and The Paint  Has Been Allowed To Dry Out.

RATE REDUCTION CONSIDERATION

Effective July 1, 1992, Low to Moderate Income Families May Apply At City Hall For A Rate Reduction Consideration. If You Qualify, The Reduction Would Be Rebated In December Of Each Year.

WHAT ABOUT MEDICAL WASTES?

Are NOT Recyclable!!! and Should Not Be Disposed Of In Garbage Either. This Includes Infectious Wastes, Needles, Syringes, Scalpels, Urine Sample Bottles, Donated Blood Bottles & Needles. Free Sharps Containers may be obtained from City Hall by Spencer Residents.  These are for our worker's safety.

STATE OF IOWA SOLID WASTE TAX!

The State of Iowa Charges Two Different Taxes To The Citizens.

1. Tipping Tax on Weight.

2. 5% Commercial Tax On Business & Industries.

These Taxes Are Passed On To The Appropriate Area. Call Your Represtentatives. The City Has Nothing To Do With These Taxes.

The City has a 1% Local Option Sales Tax and a 1% School Infrastructure Local Option Tax.

WHEN DO I SET MY GARBAGE & RECYCLING OUT?

City Ord. 4-5-8: "No Permanent Solid Waste Container Shall Be Kept or Maintained in a Front Yard Except For Collection -- Residential Solid Waste Receptacles or Containers Shall NOT Be Placed at the Curb More Than 12 Hours Before the Scheduled Time of Collection and Shall Be Removed from the Curb Area Within 8 Hours After Collection."
